The BLA pursues four interrelated goals:

1. it strengthens the leadership competencies of decision-makers at the partner institutions; 
2. it fosters networking among leaders across the Alliance; 
3. it pools the partners’ resources in leadership development, and 
4. promotes the emergence of a shared understanding of leadership within the Alliance. 

The BLA’s offers are aimed primarily at advanced academic leaders and experienced managers in research administration—especially professors, senior researchers, research managers, deans, senior administrative executives with direct Alliance responsibilities, and members of the executive boards and governing bodies of the Alliance.
